Patronage is needed to sustain the mission of IAANH as stated in the "Document of Creation". A modest staff of thinkers, planners, and program personnel [and appropriate housing] must be developed to facilitate, and otherwise assist a nationwide, community-based observance of African American National Heritage Day. Such an effort adds to the developing establishment of a comprehensive identity for African American-Americans. Ancestry and nationality go hand-in-hand. They are attributes of identity that are typically held one within the other. This has not been true for Americans of unknown African ancestry, African American-Americans, almost four hundred years. The establishment of the Institute for African American National Heritage, and its recognition of African America has corrected this sociological wrong and reestablishes African American Americans a defined people in the world community.
The Institute has several major goals to be achieved in the first years of its
existence. They are:
I.
Foster the recognition of "African American" as the ancestral nationality of
Americans of
unknown African ancestry; African American-Americans.
II. Develop a nationwide observance of African American National Heritage Day
III.
Institutionalize ancestral nationality with ancestral heritage and ancestral
culture
V.
Improve the
identification, and accuracy of the record of the [local] history of
African Americans
VI. Establish a Small-Community African American American Legal Defense Fund
A nationwide observance of African American National Heritage Day in African American-American communities is a statement to our children of their singular identity, and the recognition of that identity throughout the land of their birth. It requires that continuing attention of the parents and elders of our community to make true continuously.
The celebration of African American National Heritage Day is a recognition, and an institutionalizing, of cultural ancestry in combination with ancestral nationality. To be able to achieve the characteristic of commonality, of unity, is the task that has been undertaken by, and is inherent to the purpose of IAANH. It is clear that the wave of African ancestry and culture that is being embraced by African American-Americans [in the celebration of Kwanzaa] will leave a basic need unfulfilled, that of ancestral nationality. Umoja and Kujichagulia [Unity and Self-determination] are the first and second principles of Kwanzaa.
Current staff and housing of the Institute consists of James Wesley Chester, his wife E. Ann, their children, and the family home at 92 Rice Street, Luzerne County, Trucksville, Pennsylvania.
A major goal of the Institute is to become an effective research facility for activities of, and occurrences within and effecting the African American-Americans in the United States. It will contain a central repository for the local history of African American-Americans throughout the country. The facility will be open to the general public, and self-supporting through nominal fees for on-going and developmental and operating costs. Such a tool will be a useful, and is a needed tool for scholars of the history of the United States, and the history of African America. It will be an equally valuable resource for the general population of Africa America. Discussions are underway with historians and archivists knowledgeable in current practices and methods in the field.
There are a surprisingly large number of small African American-American populations living in otherwise small communities. The stories of how they came to be there are widely varied. These populations are now beginning to grow with commerce and industry moving away from urban areas, and the remote location of facilities by the judicial system for rehabilitation programs. Most of these people are African American-Americans. This transplanting of people Legal assistance has always been a particular problem in these remote areas. It is pointing up the long-time need of these small communities of African American-Americans for a voice in their communities.
A Small-Community Legal Defense Fund for African American-Americans is the third major goal of the Institute to be supported by "Patronage Contributions". This fund will direct financial support and legal professionals to selected small communities experiencing problems in getting fair representation for their local needs and problems.
In summary, patronage contributions will directed to the administrative, and operational needs of the Institute and a short-list of major goals which are:
1. Establish the observance of African American National
Heritage Day in every African
American-American community throughout
the United States of America.
2. Created, operate, and maintain a centralized record,
and resource of the local history of
African American-Americans in the
counties throughout the fifty [50] states of the United
States of America.
3. Establish a Small-Communities African American Legal
Defense Fund for helping to assure
representation for, and fair treatment
of, African American-Americans pursuing life, and
liberty in small communities across the
country where their legal needs and rights are typically
and routinely set aside.
4. Create and assure a more compete identity for African
American-Americans with the
combining African ancestry [Kwanzaa] with
Ancestral Nationality [African America].
The base eligibility criteria for selection of a local organization shall consist of at least the following:
